Surrogates court is open to accept filing; new filings (for new cases) and additional filings for existing cases. AO 115/20 https://www.nycourts.gov/whatsnew/pdf/AO-115-20.pdf provides for the easing of restrictions and allows for the filing of new matters and additional filings in existing matters in the 9th JD effective May 27, 2020

Depending on the court access can be by NYSCEF, EDDS or mail for initial filings, and thereafter by NYSCEF or EDDS or paper depending on the status of the filer.
